Setting up your own private school takes about 10 minutes in California

Do California's laws make the process too easy?

To set up a private school in California, people only need to fill in their name, address, and a few other boxes on an online form — no credentials required, and no check-ins from any government official.

And as long as they're only teaching their own kids, they don't even need to undergo a criminal background check. The whole approach takes about 10 minutes.

So when news broke that David and Louise Turpin had kept their 13 children shackled and starving in Perris, California, some homeschool advocates braced themselves for criticism that California's laws make the process too easy.

But not everyone thinks more rules are the answer. VICE News talked to one homeschool advocate helping to lead the fight to keep the government out of homeschooling.
